Partnering for a stable and prosperous Libya
Stability is built step by step, through capable institutions, economic opportunity and partnerships that put Libyan priorities first.
Libya has real assets: a strategic location, significant natural resources, a young and increasingly connected population, and a strong sense of national identity. Turning these assets into lasting stability and shared prosperity is a long-term task, and one in which international partners can play a valuable supporting role.
Stability is sometimes discussed as if it were a single event. I find it more useful to see it as a process, strengthened every time an institution delivers a service, a young person finds work or a business decides to invest.
Stability rests on everyday trust
People experience stability through their daily lives: reliable services, opportunities for their children and confidence that institutions work for them. That is why investment in public administration, local government and essential services matters as much as high-level dialogue.
Stability grows when people can see that cooperation improves their daily lives.
Where cooperation can make a difference
01Economic opportunity
Supporting small and medium-sized enterprises, vocational training and entrepreneurship helps young Libyans build livelihoods and strengthens the private sector as a partner in development.
02Institutions and public services
Technical cooperation in planning, financial management and digital public services helps institutions serve citizens more efficiently and transparently.
03Education and exchange
Scholarships, university partnerships and professional exchanges build lasting bridges between people and institutions.
04Trade and investment
Responsible investment in infrastructure, energy and logistics creates jobs and links Libya more closely to regional and global markets.

Principles that make support effective
Support works best when it respects Libya’s sovereignty and follows Libyan-led and Libyan-owned priorities. It is most effective when it is consistent over time, coordinated among partners and focused on results that citizens can see.
It also benefits from a balanced conversation. Libya is not only a partner that receives support; it is a partner with much to offer its region in energy, trade and connectivity.
A shared interest
A stable and prosperous Libya serves the interests of Libyans first, and of its neighbours and partners across the Mediterranean, Africa and beyond. Cooperation based on mutual respect and mutual benefit is the surest path to that goal.
In my work, I see every meeting, programme and partnership as a small contribution to this larger effort. Each one adds to the trust on which lasting stability depends.
