Diplomacy and International Affairs
Bilateral engagement, international cooperation and relationship building across institutions and cultures.
Alhareth M. Elshibani (الحارث محمد الشيباني) is a Libyan diplomat and strategic development professional. He serves as Second Secretary – Political at the Embassy of Libya in the United Kingdom, in London, and chairs the committee developing Libya’s National Youth Strategy 2026–2031 for the Ministry of Youth.
His career spans more than ten years across international affairs, governance, institutional development, investment, humanitarian action and project delivery. After studying civil engineering, he began in structural design and early project delivery, then moved into humanitarian work: delivering emergency programmes with Médecins Sans Frontières and building regional partnerships across five countries with the International Rescue Committee.
From 2023 to 2025 he worked in investment, as General Manager (CEO) of OUIA Real Estate Investment Co. in Cairo, where he led finance, administration, investment and project management, including the Ark mixed-use project, and as Senior Project Manager at the Libyan Foreign Investment Company (LAFICO) in Tripoli, supporting project development across a portfolio in Africa, the Middle East and Europe. He also founded the Libyan Professional Circle, a national network connecting Libyan professionals, experts, entrepreneurs and emerging leaders.
At the embassy, his work covers policy research, diplomatic engagement and initiatives that support constructive Libya–UK relations. On the National Youth Strategy, he brings public institutions, youth representatives and partner institutions together around shared national priorities, with a focus on meaningful youth participation and institutional ownership.
Alhareth holds an MA in International Relations from the University of Birmingham, where he studied as a Chevening Scholar, and an MSc in Structural Engineering with Management and a BEng in Civil Engineering from Nottingham Trent University. He is a certified Project Management Professional (PMP), the author of three books, and writes from time to time on Libya’s development, youth participation and government reform.
